It should be against Kaido, and would make no sense whatsoever if it doesn't happen. Luffy has had a Conqueror's Haki clash with every CoC user he has faced, so there is no reason why he won't have a Conqueror's Haki clash with Kaido. And considering how Kaido and Big Mom altered the weather with their clash, it stands to reason Kaido's CoC is top notch. If these two clash with CoC (Which they will), then it has to split the sky. There's just no other way around it.

Imo this is Progress of Luffy's CoC Clash:
Chinjao --> Doflamingo --> Katakuri --> Kaido/BM --> Shanks/Dragon --> Im-Sama/Rocks
Each one has a Significance
Against Chinjao it was just like Starter One, his First CoC Clash ever
Against Doflamingo it was like a Challenge, stopping him from finishing Law & showing that he can take him on instead
Against Katakuri, it was to prove that Katakuri finally recognizes Luffy as a Rival & a Match
Against Kaido/BM, it will be declaration of Luffy that New Generation will surpass Old One
Against Shanks/Dragon, it will be to showcase that Luffy finally realized his Dream of reaching Shanks Level
Against Im-Sama/Rocks, it will be symbolic and Dawn Bringer vs Final Villain

I don't see him as someone having CoC
It's true he is Powerful, a Yonko & have some High Willpower Moments but he also have characteristics of someone not worthy of CoC
Teach is like a Powerful Version of Orochi, Spandam, Moriah, Caesar ... etc The Final Villain version of those & they are not King Material
