Could that be Duval again? 
Surprisingly, they removed the "Vinsmoke" name that associated Sanji with Germa post WCI. But for what reason exactly?
Sanji being a Vinsmoke is a fact, isn't it? I think the lack of the Raid Suit and the difference in power and fighting capabilities compared to his family is the main reason for this change? Could that have nerfed his bounty?
Anyway, my bet is that Sanji's poster look like this (image taken from chapter 1035) with the "Black Leg" epiteth at the top of his name

Broke the 1B+ mark.
Considering Oda is trying to hype the Shichibukais back, Jinbo is fine. While Zoro and Sanji are lower than what I expected, I think they make sense in a way.
The Beast Pirates are way more brutal than other crews. That probably reflected on their bounties, much like Kid's 315M against Luffy's 300M in Sabaody. So it's normal that Zoro and Sanji stay in the lower 1B+ end.
The Cross Guild bounties are purely overinflated bounties to make them "equal" to the bounties of the characters this late in the story. Just think about Teach. This means we might get yet ANOTHER round of bounties before the EoS ones.

Broke the 1B+ mark.
Considering Oda is trying to hype the Shichibukais back, Jinbo is fine. While Zoro and Sanji are lower than what I expected, I think they make sense in a way.
