Judging Doffy's monologue, it's neither the immortality operation, nor the personality switching technique. Doffy said:

(which indicates that the personality switch is not what Doffy would've used with Imu, since he mentions that ability separately, apart from the question whether the power of Uranus would remain in Imu's body instead of being switched with the soul).

Note how Imu sets examples by eradicating fodder Kingdom's rioting, yet Doflamingo, who knows their deepest secrets, resides in his own kingdom, black mails the WG and cannot be killed by them "no matter how hard they try"
