The thing is Shanks himself is still one of the very strongest. By feats, he has deadass shown better haki than Rocks or Roger.

The Giant warriors themselves even compared Shanks’s haki to Joyboy’s.

Mihawk is just that strong. He’s probably going to be revealed to be Imu’s son and a God Tier character. Not even Rocks or Roger were WSSM, and neither had a black blade. Mihawk’s swordsmanship is outright superior to both of them.

And we haven’t even seen Mihawk kiss ACoC yet.

Mihawk turned Yoru into a Black Blade because he can't split the sky.. He knows his place, that's why he was scared when Buggy stated that he wanted to aim for the One Piece as the Cross Guild leader..
