Personally, I had prime WB >= Roger >= Garp, but at worst it's something like 101/100/99
Garp was always meant to be equal or near equal of Roger. Narrative pushed this hard on us during the entire Marineford arc.
All the Garp slander was because old Garp didn't shine as much in Marineford or Hachinosu, inspite of being healthier than old WB.
It's classic aura scaling. Not to mention, ignoring the context that Garp is pure haki and physicals, while WB at least had a DF to fall back to which doesn't deteriorate with age (remove the DF, and Marineford WB would be commander level cause dude's haki was giga nerfed).

I think the issue is that this fandom tend to favor some stats more than others. Yeah MF WB's AP and endurance was impressive but in actual CQC skills, mobility and speed Hachinosu Garp had him beat by a wide margin. Garp blitzed Kuzan twice while WB had to cheapshot an admiral from behind to actually get a good scene against them. In all his previous confrontrations against them in the arc he looked mid (but people only tend to remember one for whatever reason).
Old Garp might not be able to destroy the world or take as much damage as Sickbeard, but he beat him in 1 vs 1 imo, considering that clashing with Akainu for a few pages was enough for WB to get a heart attack.
