By that logic people who aspires to beat Mihawk want to become WSS?
Why does Shanks wanna challenge Mihawk? To beat him right?
Why does so many people come to challenge Mihawk, he can't even remember most of their faces?
Its not a right answer, because beating an emperor doesn't make you an emperor lol, a Marine can beat an emperor too.

"can beat an emperor" is not beating an emperor. We knew as far back as Fishman Island that Luffy was guaranteed to at least beat Big Mom, but even the inevitable wasn't grounds to call him the fifth emperor until he actually beat an emperor's top subordinate.

It doesn't work that way.
Whitebeard didn't give a fuck about being Pirate King. His only goal was to have a family. being a yonko enabled him to have so many territories and strengthen his crews to save his families when his families were in danger.
Shanks so far also didn't have any ambition to be a Pirate King.

Answer pretty simple, PK title exist. If ur aspiring to be the best pirate you’d be shooting there. Which many Currently are seeking. Yonko are those closest to the title. To claim that title u must go thro the Yonko, the top contenders for the throne.

Roger stood over three of the five people we know as emperors, while another was his subordinate. But the title of Yonko didn't exist back then so you can't actually say that becoming pirate king now is the same as it was then. Kaido and Big Mom currently have two of the roads, so it is absolutely necessary to deal with them. Unless you think anyone out there is going to try sneaking through them and actually succeed without a victory. So while their rank isn't an end goal it is necessary to get to the end goal.
Who in one piece can u name actively seeking to become WSS? Those characters train to reach the top. No indication that involves WSS. The same way every non blade user isn’t aiming to be WSM.

Like literally every single swordsman training in every single Dojo, who have dedicated their life to training in swordsmanship as a kid and never stopped training until they got old and reached their primes. There are many people like that including Shanks, Oden, Kinnemon, Ashura, etc
