At this point in the story, all the main villains and even smaller side-villains such as King, Queen, Kata, etc. have haki + physical strength, but that only composes one half of their arsenal. The other half is their technique/fighting style/DF ability.

It is likely that Oda forgot, but even if Queen wasn't using Haki, the feat remains because neither did Sanji.
