CM's Vergo, not only for his power but his ability to do impossible attacks like the right leg kick in that position.

That guy is Saga from the... 7(?) OP OAV, that one was quite peculiar since Zoro was pretty much the main character and also neg diffs Sanji like fodder (of course it is non canon).
The titted lady is from one of the last OAV, she should be a Tesoro (name of the villain) underling or something like that.

Z is so good that he should be canon. I’ve always wanted to know who the admirals beside Sengoku were during Rogers era, Z would make a great canon character for that. He’s so well written and has a sad backstory. I mean he’s the sensei of the admirals , sooo epic give me flashback where he trains them
