The simplest explanation is the best. Oda has never ever even referenced a marine having CoC in the manga because basically no marine has it.

I don't get why admiral fans exaggerate, people saying Yonko>Admirals to Yonko>>>>Admirals
There's like 5% of fandom who may think like that while almost everyone agree to 2 Admirals > 1 Yonko
You can probably see more people saying Akainu , Kizaru > Yonko (other than WB,BB) than people saying Admirals ~ YC1
There are also many admiral fans who say Admirals > Yonko Or Admirals>>>>Yonko(scoobie , god tier blabla , shinsekai etc..) but you never see Yonko fans complaining

Dude who cares? Oda made base luffy equal to hybrid kaido, the so called strongest being alive. If plot demands it, luffy will solo all admirals while having just fun.
