If the logic being would be kaguya planet lv for creating dimension then why would the same logic not apply to obito?

The idea is that we're unsure if Obito created the Kamui dimension, or just accessed a dimension that was already there. There is explicit confirmation that Kaguya created/can destroy her own realms as well. And In my opinion that makes Kaguya large star level or higher seeing as there are stars in at least one of her dimensions

Because the Kamui dimension is completely unknown in size and there's no evidence that Obito actively created it like Kaguya did, it may have come into existence when he gained MS, but he didn't actually make it himself with his own strength.

Also, Kaguya was going to destroy the dimension which supports the rating.
