Maybe because Boa has CoC and not Mihawk..

I think Seraphim Mihawk doesn't have the laser shooting ability like Seraphim Boa does. That's what star-shaped eyes is for.

This is probably the best explanation. Which also means that seraphims will be more varied in powerset than Pacifistas.

I know this is late but as you can see in the anime he indeed has it. Its just small and obv cus of oda art its hard to tell.
