Nah he is strong but weaker than admrial/yonko. They are simply more intelligent people ,who rule the word, wisely to keep their power. They are like to observe how world balance works , viewing on worlds , and view how ideological ideas can stand .

Yonkou doesn't Make kizaru Nervous but saturn does.

This is the only time in the entire story we’ve seen Kizaru nervous.

Whitebeard, Rayleigh, Marco, etc. None of them had him nervous the way protecting Saturn has him nervous now.

The odds of a serious or even awakened Kizaru are very high
