Luffy beating kata and getting 1.5 B makes no sense where Zoro beat 1.4B guy and got 1.1B.

And the same logic goes for his 3B.
Not worth it at all.

What makes captian dangerous is Their influence over strong people like kata / Benn /Shiryu / Zoro. And territory they have.

Only exception with bounty stuff is just Mihawk Plain strength bounty. That's why less than shanks.

Was Luffy the fifth Emperor? You can say he was and wasnt. While he indeed didnt had the power to defeat or rival Pirates as Shanks, Big Mom, Teach or Kaido, he also was above Yc1 shown characters, maybe even above King.

And unlike them, he had alreary territories, a huge fleet with 7 strong Veteran Pirates in the new world, had his personal crew strong enough to also be Commanders and also had Robin. So he indeed was a real challenger for the One Piece just as any Emperor. So in status, Luffy was the the closest Pirate to an Emperor, he just lacked power.

Many times your bounty doesnt show your true worth, since Luffy after WCI should have a bigger bounty than 1.5 billion or above Boa and Crocodile, as he had more military power and could give them a decent fight. Luffy's bounty after WCI imo was just the reflection of his power and not his military power. Even after wano, his military power is not added, otherwise his bounty would had been bigger than Kidd and Law.

Luffy will get a bounty increase once he shows his full military power under him.

As you mention, captain's bounty shows the accumulation of all your achievments, territory, allies, military power, personal power, fame, intel, etc.

It is written by Oda word for word. It is canon as long as nothing contradicts the manga
I think it says his fame started after his duels with Mihawk, whatever it is nothing special to use in debates lol
