I mean........ highly doubt every single of the thousands of CDs living there are unfit, otherwise the Gorosei wouldn't exist. And we know the Gorosei haven't been the same over 800 years.

They have Navy and CP-0 to do their bidding also Imu. Doesnt necessarily mean they are yonko level fighters, if they were, there would have been no pirates.

Ok, you see Gorosei have scars while normal CD would eventually summon admiral instead of fighting themselves. SO main question is where those scars comes from? From one battle of from few battles. So we get two options:

1. God Valley incident was the place where Gorosei received scars;

2. Void Centuary was the place where Gorosei receved scars;

In first option Gorosei could be Orochi/Spanda

In second options: Gorosei are Pirate King lvl or even stronger
