Do do look dumb, but Smile Users are stronger than average fodders. Zoro pointed that Smile Users were tough for being fodders, just as Jimbei was losing due Smile numbers just as Jack and numbers vs Mink users.

Smile were trash... but Kaidou knew precisely what he was getting so it couldn't be considered a scam. Sure it had a 10% 'success' rate and most of those turned out bad enough to drive a person to suicide but I'm sure Kaidou was planning to get rid of the failures and only keep the decent ones in the end.

As for what he paid for them... eh... that was made by slave labor and cost him nothing.

Luffy ruin the

kaido operation. 1000 gifter is enough for kaido to make marineford scale war. But it leaves incomplete with 500. And most of that 500 of those side with tama. It is enough for few gifter to fight thousand of kaido pleasure and waiter.
