Harald is relevant because he's tied to 2 actually relevant characters (Loki and Hajrudin) so Oda's pretty much obligated to give him a flashback. Not to mention the flashback likely explains why Harald became cool with the Celestial Dragon's and decided to subjugate Elbaf for them
