He gets to define it for his characters and in his world, but it doesn't matter a spec of shit whether, for example, Zoro regards King as a swordsman.

King is a swordsman. He is a swordsman by virtue of using a sword. A swordsman simply isn't all he is.

The same goes Law, and even Queen.
