I doubt that. I didn't get the impression that Akainu knew much at all tbh. At first I thought that's the case, but maybe you get inside info with years of service like Sengoku or Kong.
It makes sense that Imu doesn't go around giving admirals the pact. He is incapable of properly controlling them similar to how Harald could resist him. It'd be a waste of a slot out of 13 available.
