It's neither. It's just an observation based on their many significant overlaps and parallels.
Loki's feelings for Ida have really just cemented it.
Both Sanji and Loki have a parent that hated them, but of the opposite gender.
Harald and Loki are like Sora and Sanji,
Ida and Loki are like Zeff and Sanji
One gave up on love, the other devoted his life to it.
They both even have a physical oddity about their eyes.
They both are associated with fire and lightning.
They're both also really emotional, expressive characters.

Can't wait till the flashback ends and we can finally see him go on a rampage and show his DF too. Oda just had to conveniently nerf him hard too thanks to Shamrock and Gunko. Almost Luffy too lmao.

I think Oda liked his character design for Shanks so much he filled One Piece with many characters modelled off it. I believe Sanji was specifically designed to overlap with all of them, like some kind of nexus point.
Don't forget he's the only other Strawhat with an actual "secret" origin beside Luffy, whose circumstances of birth remains a mystery. Oda wasted no time planting seeds for it either.

I already liked Loki but he’s growing on me fast
I’m torn between wanting him to join the Strawhats or becoming the de facto leader of Elbaf alongside Hajrudin
If he joins he’s getting the Jinbei/Franky nerf where we can never really get anyone too strong or it becomes impossible to write the story in a way where the Strawhats struggle at all
