2- Dragon has more bounty than Emperors, because he directly targets the Government, just like "Marine Hunter" Mihawk does. If Dragon joins an Emperor, Dragon's bounty will still be higher than an Emperor and his bounty will also get a boost, but he would be still hiding behind an Emperor. Same as Mihawk. Mid got stopped by whitebeard's 2nd and 3rd mate, failed to hit Luffy despite going all out and ran away from fighting Shanks when he was directly called out twice. Also burst into tears when Buggy suggested fighting straw hat and shanks. He has appeared on noone's top 5 including the world's strongest creature who put Shanks and Oden above him.
