I don't think Xebec should be stronger than Roger and Primebeard. I mean both probably were nowhere near their prime 20 years ago as they had another 20 to grow further. He should be as strong or a little weaker. His bounty wasn't as high as Primebeard and Roger in spite of being so notorious nor he is much popular in the piracy world. Wouldn't even argue about Mihawk. But yeah, I pretty much agree with the top 3.
