I consider both of them to be on the same level. They actually compliment each other very well and would make an almost flawless team, if they joined together like Ousen proposed. So if they have equal resources and soldier qualities, the deciding factor would be how much time they have to prepare for the clash.

Ousen is a master at adjusting his strategies on the short term, dealing with setbacks, and using his resources to their fullest, such as being willing to use generals and soldiers as bait if he needs to.

For Riboku, the longer he has to plan, the harder it becomes to beat him. He can set up brilliant alternative plans in anticipation of something going wrong. Like the detachment unit during the coalition war.

As Ousen said at the end of Gyou, Riboku was the better strategist because he was able to strike a big blow first, by taking our Makou. But Ousen was able to better adapt by trusting in the younger trio, which created results that neither of them expected.
