It depends. Kaido didn't seem to be affected by Big Mom's soul power so her devil fruit is not that extremely useful against legit top tiers. At least from what we have seen so far. Also the likes of Goro Goro are easily superior. Imagine being able to restart your own heart after death.

Yep they aren't meant to be something special. She never felt like the Rokushiki type if you asked lol.
