Gaban in this chapter,was i think the third time in the story that he mentioned the concept of destiny regarding Shanks. Its clear there is some sort of prophecy or something about Shanks. Maybe Roger believed he was Joy Boy,and thats the reason he gave him the Strawhat,altough wee see Shanks...

Ok,so the reason why Gaban,Jarul and Shanks didnt say anything is already explained in this chapter. The only things to explain now are: -The Loki-Lola thing,but that will probably be explained in some SBS with some reason like "Loki wanted some Big Mom's members to fight the World Government"...
