No. Akou has one formation that could be considered 6GG level. This is all he shown. You assume that all formations that are used by Ousen have to be top tier simply, because they are used by Ousen. This is not how it works.

The formation could help Akou to stall, but it's not a deciding factor anyway. Without pressing his offense Akou has no way to win, but also if he does that there's a big risk he's going to lose his head. Kyoukai's martial ability is just too much and she's also a better planer.
