Raku's potrayal is all over the place. It depends how much you think his lack of experience holds him back.
My guess is that RKK's tactics are effective against heavily offensive generals, but Kochou seem more reserved and cautious. He won't charge at him from day 1 if he's not in a tight spot...

Duke might actually have easier time then Tou against RKK's formation due to his instinct.
The issue is as always the lack of good vassals in Duke's army, so I can see Qin suffering bigger casualties, but Duke might also reach Han's HQ faster and kill Rakuakan before Yoko Yoko arrives.
