In pure 1 vs 1 I can see the arguement for Kyoukai making the list, since she's essencially the fastest character in the series. Sure, her stamina is bad, but it doesn't matter as long as she can blitz her opponent in time. On Shukai Plains she did surprisingly well against Houken.
