Tbf gunko doesn't seem to have abyssal pact which supposedly halts your aging but she just like gorosei has not age. So imu most likely can given specific powers even if the person only have deep sea pact.

This pretty much. Who will get awakening is plot dependent just like who gets acoc and cerberus is not a DF ability but power given by imu. Though ragnir can awaken by eos.

Roger and WB are equals despite WB having an OP DF outside of having comparable haki. Oda doesn't care about logic. While logically zoro should be easily be a level above sanji thanks to acoc , portrayal demands them being on comparable level.

Even imu who's haki which is far above Shanks' haki confirmed couldn't wifi diff nerfed base loki. Shanks' haki is on sick old WB's level. He can't even tickle Loki with his low level haki.
