Imagine a Naruto where there were ninja, samurai (besides the Land of Iron, I mean) sohei, ronin and nuke-nin, wokou and hey, maybe even some sort of counterpart of the Dutch and Portugese.

The Mizukage, sure. The rest...pretty exceedingly average.
I suppose that's not the worst thing ever, but compared to some other female casts like Bleach and Fairy Tale, and it's quite noticeable.
So, I guess you forgot the thing with Sakura drugging Naruto so she could try and handle Sasuke and failed miserably and needed Naruto to rescue her then.
I'd also argue it wasn't that he avoided fanservice so much as where Oda can only draw two or three faces for women, Kishimoto's female...
