Talent is about something you innately have. CoC is something you born with. Luffy has CoC. Thus, Luffy is a talented Haki user.

Because Oda often uses FS defensively, so if Zoro does use it, it gives the impression that "he needs to avoid X attacks". When in actuality Zoro can tank/bulldoze through everything. It then also affects "facing enemy head on" theme of samurai.
