I think all their CoCs are comparable but if I had to make a list, it would looks like that: Shanks >= Rayleigh > Kaido >= Luffy >= Big Mom.

Dude, I'm not the wrong who wrote this: "Rayleigh is 100 times stronger than you boys (to the SNs)". Then Luffy: "We are 100 times stronger than 2 years ago". This was a direct parallel to the Rayleigh statement and should show how much Luffy grew since Sabondy Archiple.

So many parallels to SA and Luffy making a huge statement on Kizaru. This is 100% a pure battle against Luffy and Kizaru, a rematch. And it is also the perfect opportunity for Luffy to beat his first admiral opponent after becoming a Yonko.
