You can easily do a few head canon loops to put Kizaru as the strongest admiral. 1. He's the oldest and most experienced. 2. He didn't care about Fleet Admiral. 3. His fruit is bonkers. I don't actually think Kizaru is the strongest admiral, but saying he's the weakest is pretty crazy.
