I was talking about at Sabaody mostly. The main thing is just Oda being selective about who gets affected. Even the likes of Tama wasn’t by Big Mom’s CoC.
I believe the main issue with people thinking CoC can be targeted is Oda giving Usopp a free pass. With the way it should supposedly work, Usopp should be passing out anytime it’s used nearby him. It’s all for the sake of the plot

Interestingly enough, I am actually enjoying the uncertainty of where things will go next. Usually it’s not too difficult to predict the broad strokes of an arc or how a character will act, but this situation with Kizaru could indeed go a number of ways.
