Back in WC's castle, a place full of haki users, no one could trace Sunji. Back in Wano, the Scabbards practically sneak-attacked Kaido. And so on. Kizaru can move hyper fast, you need a very advanced CoO to really perceive him, Saturn was doing other things and the others are not really...

That is the case. Tbh, I don't know how the fact you don't see a blinding flash stops you from seeing Kizaru or even perceiving him with CoO and acting lol. You can see a laser from the sidelines; you just aren't blinded by it. Oda already said only the ones with great CoO can fight Kizaru, so...
