Because Mihawk us stronger than Shanks and the WSS. Mihawk bounty inflated Buggy's bounty. 1661509088 Oda has broken plenty of his rules before. Besides, Buggy's notoriety is a gag. Most of the world believe he is stronger than he actually is.- CbShadow
