Imo in terms of development 1. Big Mom 2. Doflamingo 3. Kaido the rest Big Mom had a good flashback where she’s clearly the protagonists of her own story. Doflamingo got the bonus of being the antagonist of Law’s flashback who’s a pseudo straw hat, but the flashback is clearly not about...

That was Law’s backstory, not Doflamingo. He’s a side character for literally 90% of that flashback. That is like using Oden’s and Yamato’s flashback and count it to Kaido’s count
