Zoro is already YC1 level probably. Once he masters Enma and also obtains the Nidai Kitetsu, he will be comparable to Fujitora and pretty close to Mihawk’s level
And Post Wano Zoro will be close to Mihawk.
Usopp will be beating P1, a Vet, in this arc. Elbaf will be Usopp’s arc, so he could easily get a huge powerup that pushes him to YC level.

Zoro will probably surpass Mihawk at the same time that Luffy surpasses Shanks (and probably when Usopp surpasses Yasopp) since they’re both nearly identical figures to Luffy and Zoro
Gandhi is probably stronger than even Mihawk. The Gorosei almost certainly keep their powers a secret, so Gandhi wouldn’t be a contender for the WSS title, and it wouldn’t make much sense for Zoro to fight Mihawk AFTER Imu and the Gorosei are defeated. The story’s already over at that point
I think the order is Mihawk, then Shiryu, and then Gandhi. I can’t see Zoro fighting Fuji outside of a friendly duel since Fuji has no reason to help the WG when they start trying to commit genocide
If that really is the Shodai Kitetsu, wouldn’t it make no sense from a narrative perspective for Zoro to not confront him? It would be very odd for him to not fight that Gorosei, given Zoro’s connection to the Kitetsus (especially if he ends up taking the Nidai by the end of Wano).
