All of Wano (and Zou) already has a big Straw Hat Pirates symbol stamped on it... Law probably isn't going to recruit a single samurai or mink from them let alone one of the scabbards. Those guys are pretty much going to be the guardians of Wano afterwards and won't be leaving until Luffy needs...
