Honestly? I don't remember what he did apart from killing doctors. No doubt he is evil and wants to control citizens, but the scale he did it at seems smaller than some of the other villains. I wouldn't put it past genocide others committed or pleasure in murdering. Also tbf, half of the time...

I agree mostly with both of you and don't want to add oil to fire, but... Doesn't she take lifespans as tax? As it shortens the life of people, it's easily almost the same as genocide. It's like... Slow genocide.
