Mihawk and it's not debatable! The black sword, the cross on his chest, his beard style which is unique, the hat with the feathers, his clothes and finally his unique eyes. I always felt shanks and mihawk are too well drawn. Doffy is the 2nd. He is the best villain but best design is Mihawk.
