Actually, you don't need Lafitte here at all. Devon can move easily anywhere because of warp of Augur. And, Devon can copy any of the VP to get control over Seras.

Well, they got control chip so they can control seras until someome from higher hierarchy comes in. But what if they get York? She is VP and if I am right then only Gorosei can override her control. You don't see Gorosei appearing down below anyway.
