I don't think Kizaru can match mihawk in pure swordsmanship without his devil fruit, but he is mainly a melee fighter. Even during his fight between Rayleigh, he used his other powers.

Yes that's true, But since he turns his body to light, and Ray has haki, he isn't calmly gonna use his legs against a beast like the Dark King with a sword.

I'm pretty sure the admirals have to know how to use weapons cause they can't only depend on logias. Rayleigh got old, and he definitely was op as hell earlier. So he had to have known at least basic swordsmanship.
