I consider Mihawk on par with Shanks, especially for their duels not for his title. However i don't think Shanks, and therefore Mihawks, is as strong as Kaido or Big Mom. They are not far but still not on par with them.

Whitebeard didn't care about things like be the strongest in the world, Big Mom craves only for power and sweets and Mihawk refused to fight Shanks.

I don't think it matters that much, Mihawk's title can't put him higher than Big Mom, Whitebeard or Shanks because he didn't defeat them. Probably the same goes for Kizaru and Fujitora as well. Perhaps he is stronger than Vista but he never fought with him so whi knows :choppawhat:
