Well you are also seeing that the rokushiki test can't measure everything in your arsenal, although the shigan you pointed out and also the slicing rankyaku's are also rokushiki abilities so their effectiveness is likely measured in douriki. Honestly I'm not sure Oda gave it THAT much thought...

Thats not correct, Douriki was purely a measurement of rokushiki technique/strength. All the Cp9 members kicked or punched Fukurou one time and he measured it that way.
