Well the only reason I said mid is that Mihawk is maybe inferior to some that I think are in the high top tier range like Whitebeard and Roger, so depending on how you rank the top tiers there should at least be a couple of characters who belong above him.

I agree, Emperors are stronger though than your average warlord. Honestly man the average Warlord might be low top tier or that level between top commander and old Rayleigh, Croc’s Hancock’s, and Jinbe’s bounties show that the WG views them as a greater threat than high/top commanders, and yeah...
