Makes sense, wasn't strong enough to scratch Queen but now we're talking about being much stronger than Admirals and Yonkou and to be realistic Younkou and Admirals(only the OGs) are about equal stats and DF wise with Kaido and Shanks towering over everyone thanks to CoC coating.
