Go back to the roof top and you see Zoro stating how he needs to unleash more of enma for greater AP. Zoro is at least capable of such level of control over enma.
Zoro was capable of increasing the AP thanks to enma as stated back in the roof top despite not having full mastery. And no there’s no single moment of enma going out of control back then, only against King it did.
He wasn’t nerfed at the time… broken bones or not he didn’t achieve the same level Oden did and on top of it Kaido didn’t acknowledge Zoro to be as great as Oden which is the most important part.
