not nonexistent..forexeple if u see blakbeard smart plan to fool wg and marinez..he uzed a bountyhunting proces to capture ace ad deliver him to marinez.... this bountyhunting process cauzed a major war and big change events... if oda introduced bounty hunters in first chapters..many major...
