The equivalent of the many islands they visited pre-TS were "condensed" to less islands post-TS (as Oda has admitted himself, for example, Greenbit was supposed to be separate from Dressrosa).
Passing Fishman Island, which only, really had one location, you could have divided the next two arcs...
Until Zou, post-TS mostly suffered from structural problems, rather than content-wise (except a few minor blunders). Zou was a really good, fully packed breather, and then WCI started with a very rich setting but the entire logic went down the drain in that arc. People say it was only the latter...
