Powers & Abilities CoC is basically going to be a requirement for characters to stay relevant from here on out
Chicken and hen problem. Is CoC required to become strong, or does being strong result in CoC? Until Oda explicitely states that its not the case I will assume that CoC can be reach by anyone.- trav
